IOU vs native stablecoin (honest)

On XRPL and Stellar, balances labeled USDC, USDT, DAI, and EURC in this pack are TROPTIONS-gateway issued IOUs (trust-line credits from issuer wallets rJLMST… / GB4FHG…). They are not Circle-, Tether-, or Maker-native tokens on those chains, and they are not automatically redeemable 1:1 for regulated fiat today. They function as promise-to-pay ledger units with proven issued demand (~874M total). Legally-backed redeemable claims require PIPELINE MSB program + bank omnibus + FedWire/SWIFT — see System manifest and MSB fiat rails. Do not describe issued supply as fully-backed reserves or Circle USDC.
